CTST-5-21 – Crisis Disaster Management – Natural Disasters (floods, fires, earthquakes)

Background
Having in mind the importance of raising flood resilience awareness and improving the capacities in flood risk management in SEE region, this activity will aim to bring together civil protection stakeholders and various experts in order to introduce and discuss concrete solutions and measures to minimize threats, based on identified challenges in flood protection and mitigation.
In RACVIAC yearly activity of organising events related to Crisis Disaster Management – Natural Disasters, flood is one of thematic field that in this event will be interlinked with EU project DAREnet coordinated by German Federal Agency for Technical Relief (THW). The project is a platform for the exchange of knowledge and experiences among flood practitioners in the Danube region and includes all actors in society: from flood defense competent bodies, civil protection system coordinators, local and regional authorities, members of the academia and industry professionals. Of great importance for the project is the unification of the best practices of the Danube and other flood-prone regions; initiating and developing an equal, comprehensive and balanced dialogue between stakeholders with the establishment of the infrastructure for its realization and the acquisition of preconditions for easier mobilization of national and/or regional response capacities.
The 2021 Workshop will be organised by RACVIAC – Centre for Security Cooperation and the Ministry of Interior of the Republic of Croatia, Civil Protection Directorate, supported by the DAREnet project partners and expertise of the distinguished speakers from their respective countries as well as RACVIAC Member States’ experts and authorities dealing with this subject matter.
The event will further focus on the main issues that the South-Eastern European countries are facing in the field of flood protection and response. Special focus will be on the exchange of information regarding the practices, innovations and development of national flood defence systems.
Purpose and Objectives
The purpose of this event is to present national Subject Matter Experts and their experiences in real life floods prevention and protection systems, and facilitate transfer of knowledge. In addition, the aim is to check the operational procedures of all participants in water rescue and flood defense.
The Workshop main objectives are:
- To present methods, equipment, solutions and technology in flood defense;
- To asses current procedures and methods used in dealing with floods;
- To discuss and share information, best practices and lessons learned through national experiences that can be utilized regionally;
- To analyse transboundary/international cooperation in flood management;
- To present floods protection projects.
Participation
The participants should be civilian officials and experts representing relevant national institutions dealing with flood protection and defense related issues.
Detailed information and other arrangements regarding this event will be specified in the corresponding materials that will be sent accordingly.
Due to COVID-19, Workshop and field exercise will be held in accordance with all epidemiological recommendations of the Croatian Institute of Public Health.
Methodology
The event will last two working days and will comprise of lectures, presentations, discussions on the first day and field (demonstration) exercise on the second day. The working language of the Workshop will be English.
