On March 21, 2025, the ‘’Agreement on Sub-Regional Arms Control (Dayton Article IV) Orientation Course’’ concluded successfully.  Throughout the week, participants engaged in a comprehensive program covering the history and evolution of the Dayton Agreement, including its implementation and recent developments.

The course featured presentations by specialists and political representatives from Bosnia and Herzegovina, Serbia, Croatia, and the OSCE. A key highlight was the practical field exercises, in which participants assumed the roles of inspectors and escort team members during a simulated inspection in Gospić and Knin, Croatia. Additionally, discussions explored the role of arms control in fostering regional security and examined arms control agreements in greater depth.

Beyond the classroom and field exercises, attendees also explored Zadar’s rich history and culture through a guided tour.

The Course successfully achieved its objectives by informing and educating participants about the General Framework Agreement for Peace in Bosnia and Herzegovina (Dayton Peace Accords), with a specific focus on the Agreement on Sub-Regional Arms Control, while also training them in the roles of inspectors and escort team members within this framework.

In his closing remarks, RACVIAC Deputy Director, RADM Predrag Stipanović, expressed gratitude to all participants, speakers, and the Croatian Ministry of Defence for their support in planning and executing the course, particularly the real-life inspection demonstration. He acknowledged the valuable insights shared throughout the week, which covered not only the technical aspects of the Agreement but also its historical and political significance. With the Agreement’s 30th anniversary approaching in June 2026, RADM Stipanović highlighted its role as a model for post-conflict confidence-building. He closed the event on a positive note, thanking participants for their engagement and wishing them a safe journey home.

As arms control remains a crucial pillar of regional stability, the success of this course reinforces the ongoing commitment to cooperation, transparency, and lasting peace.
