RACVIAC – Centre for Security Cooperation once again joined regional discussions on advancing the implementation of the Western Balkans Small Arms and Light Weapons (SALW) Control Roadmap by participating in the 15th Regional Coordination Meeting, held in Montenegro from 8 to 9 July 2026. The meeting gathered representatives of SALW Commissions, international organisations and donor partners to review progress, address current challenges, and identify priorities for strengthening regional cooperation in preventing and combating the illicit trafficking, proliferation, misuse and possession of firearms and ammunition.
Representing RACVIAC, COL Kayhan Turhan, Programme Manager of the Cooperative Security Environment (CSE) Pillar, took part in discussions covering the implementation of the Roadmap’s objectives, including strengthening legal and institutional frameworks, enhancing investigative capacities, improving operational cooperation, and supporting the sustainable management of SALW and ammunition. Particular attention was also given to the development of the new EU Action Plan on Firearms Trafficking 2026–2030 and regional efforts to address emerging challenges.
RACVIAC has a long-standing record of supporting regional cooperation in this field. In partnership with SEESAC, the Centre implemented a series of activities between 2003 and 2007, serving as a regional platform for exchanging experiences and lessons learned among practitioners engaged in preventing and combating the illicit manufacturing and trafficking of firearms and ammunition. In the years that followed, RACVIAC continued to address issues related to the safe and sustainable management of ammunition.
Following the adoption of new commitments at the UN Fourth Review Conference of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, held in June 2024, RACVIAC organised a dedicated workshop to support its Members in implementing these commitments and strengthening regional capacities.
Recognising the evolving nature of illicit SALW-related threats, the Centre remains committed to promoting regional dialogue, sharing expertise and providing support in strengthening coordinated responses to the illicit trafficking, proliferation and misuse of firearms and ammunition.
