From 7 to 8 October 2025, RACVIAC – Centre for Security Cooperation participated in the 75th meeting of the Sub-Regional Consultative Commission (SRCC) of the Agreement on Sub-Regional Arms Control, held at the Hofburg Palace in Vienna, Austria. The meeting was chaired by the Republic of Serbia.

RACVIAC was represented by Ms. Vedrana Djukarić, Activity Coordinator from the Cooperative Security Environment (CSE) Pillar, who actively contributed to the discussions and briefed the participants on RACVIAC’s ongoing support for the implementation of the Agreement.

In her presentation, Ms. Djukarić highlighted the successful Dayton Article IV Course organized by RACVIAC from 17–22 March 2025 in the Republic of Croatia. She also informed the participants about the next Dayton Article IV Orientation Course, scheduled to take place in Bosnia and Herzegovina in March 2026.

Convened under Article IV, Annex 1-B of the General Framework Agreement for Peace in Bosnia and Herzegovina, the meeting gathered representatives of the Parties to the Agreement, the Contact Group States, as well as representatives of the OSCE Conflict Prevention Centre (CPC) and the OSCE Mission to Bosnia and Herzegovina.

Over two days of intensive discussions, the participants reviewed inspection activities conducted during the first half of 2025, adopted inspection quotas for 2026, and discussed the functioning of digital archives. They also explored options for further modernization and enhancement of the Agreement’s implementation.

Special attention was given to preparations for the 30th anniversary of the signing of the Agreement, which will be marked from 15–17 June 2026.

As part of the meeting, a Statement to the OSCE Forum for Security Cooperation on the implementation of the Agreement on Sub-Regional Arms Control (Article IV of Annex 1-B to the Dayton Peace Accords) was delivered by Montenegro, on behalf of Bosnia and Herzegovina, the Republic of Croatia, and the Republic of Serbia, on 8 October 2025.

The statement emphasized the continued importance of the Agreement as “one of the rare, if not the only functioning arms control mechanisms today.” It also recognized the vital contribution of organizations such as RACVIAC, which has trained more than 600 inspectors since 2001. The Parties expressed their gratitude for RACVIAC’s long-standing support and assistance in enhancing the implementation and affirmation of the Agreement through capacity-building activities and training courses.
