  • RACVIAC PARTICIPATED IN THE 41ST MEETING OF THE PERMANENT WORKING GROUP OF THE SUB-REGIONAL CONSULTATIVE COMMISSION

Discussions on the implementation and further development of the Agreement on Sub-Regional Arms Control took centre stage at the 41st meeting of the Permanent Working Group of the Sub-Regional Consultative Commission, held on 2–3 September in Bar, Montenegro.

Convened under Article IV of Annex 1-B to the General Framework Agreement for Peace in Bosnia and Herzegovina, the meeting brought together representatives of the Parties to the Agreement , Organization for Security and Co-operation in Europe (OSCE)  and RACVIAC – Centre for Security Cooperation, to review ongoing implementation and address practical issues related to the functioning and future development of the arms control regime.

RACVIAC was represented at the meeting by Ms Vedrana Djukarić, Activity Coordinator within the Cooperative Security Environment Pillar. Her participation provided an opportunity to present RACVIAC activities in support of the Agreement and to discuss opportunities for continued cooperation, including the upcoming Arms Control Symposium (4-6 November 2026)  as well as planned implementation of a course in 2027 to be held in the Republic of Serbia.

As a regular participant in the work of the Sub-Regional Consultative Commission, RACVIAC reaffirmed its commitment to supporting the Agreement and the practical cooperation it enables among the participating states. The Agreement remains an important regional confidence- and security-building instrument, providing a framework for transparency, information exchange and cooperation in the field of arms control.

Contribution of RACVIAC to the process is focused on strengthening the professional capacities needed for the effective implementation of the Agreement, particularly through education, training and capacity-building activities. This commitment has been sustained since 2001, when RACVIAC began supporting the preparation of personnel involved in the Agreement’s verification regime. Since then, the Centre has organized 30 Dayton Article IV Courses and trained approximately 650 inspectors. The importance of this long-standing contribution was also recognized at the 30th anniversary of the Agreement in Vienna in June 2026, when RACVIAC received a commemorative plaque in recognition of its support to the implementation of Article IV.
