From 6 to 7 November 2025 RACVIAC – Centre for Security Cooperation participated in the 4th edition of the Euro-Atlantic Resilience Forum, held in Bucharest, Romania, upon the invitation of the SEDM Secretariat.
The Euro-Atlantic Resilience Forum serves as a global platform for discussing resilience across key sectors critical to NATO and EU member states. This year’s edition featured 15 thematic panels addressing topics such as regional stability, transportation security, cybersecurity, democratic resilience, regional defence formats, and the reconstruction of Ukraine. Building on the successful format from previous years, the Forum connected multiple cities: Tokyo, Ljubljana, Chişinău, Athens, Washington DC and Brussels and gathered distinguished speakers and participants from the Senate of Romania, Romanian Government, SEDM Secretariat, NATO Parliamentary Assembly, EU Commission, Romanian National Defence University, including partners from the Digital Innovation Hub Slovenia, European Centre for Resilience and Democracy, Japan International Cooperation Agency, Asociatia Nationala Pentru Securitatea Sistemelor Informatice (ANSSI), Resilience Through Technology Association, Institute for Geopolitics, Economy and Security Bosnia and Hercegovina, fostering a truly international dialogue on current and emerging challenges.
The event was officially opened by Lucian Fătu, President of the Euro-Atlantic Resilience Centre (E-ARC).
RACVIAC was represented by MAJ Elton Kalo, RACVIAC Planning and Liaison Officer for South-Eastern Europe, who participated in the high-level panel discussions titled “Strategic Resilience for an Unpredictable Future”, moderated by Mrs. Cristina Cileacu, and “The Strategic Resilience of SEDM States Against Hybrid Operations: Between Prevention and Response,” moderated by Brigadier General (ret.) Mircea Mîndrescu. The panels explored strategic trends in resilience, moving beyond traditional crisis response to proactive, forward-looking approach in the context of the current global security environments characterized by evolving threats, risks and vulnerabilities. The “Strategic Resilience of SEDM States Against Hybrid Operations” panel was divided into two modules, focusing on the collective efforts of SEDM member states in strengthening institutional and operational mechanisms to counter hybrid threats and enhance strategic resilience within the Euro-Atlantic area.
