On March 22nd, 2024 the ‘Agreement on Sub-Regional Arms Control (Dayton Article IV)’-Orientation Course,“ which was organized by RACVIAC and hosted by Montenegro, came to an end in Budva.
The Course was closed by RADM Predrag Stipanović, Deputy Director of RACVIAC – Centre for Security Cooperation.
RADM Stipanović expressed pride that RACVIAC has conducted 28 Dayton Article IV Orientation Courses so far and trained more than 550 military officers over the last 24 years. In his speech he thanked the hosts, the representatives of the Arms Control Verification Center of the Ministry of Defence of Montenegro, who made a huge effort and showed exceptional hospitality and professional attitude towards the participants of the Course.
Furthermore, he expressed special appreciation to Mr Shawn DeCaluwe, OSCE’s Conflict Prevention Centre and Forum for Security Co-operation (FSC) Support Section Director and he extended special thanks to the representative of the Bundeswehr for continuously providing RACVIAC with both financial support and qualified personnel.
He also commended the colleagues from DTRA, BACA, Italy, France, Greece, Spain, North Macedonia, Slovakia and Albania on their proactive engagement in the activity.
The four-day Course, which was divided into a theoretical and practical part, held in the Golubovci and Danilovgrad barracks, ended with the awarding of certificates. The Course objective, to create a shared understanding of the Agreement in order to guarantee trust and openness between inspectors and escorts while carrying out their duties was, according to the participants, fully achieved.
Over thirty participants from the following countries and organizations attended the Course: Albania, Bosnia and Herzegovina, Croatia, France, Greece, Italy, Montenegro, North Macedonia, Serbia, Slovakia, South Korea, Spain, BACA, DE/Bundeswehr and DTRA/US.
