On Thursday, 16 October 2025, RACVIAC – Centre for Security Cooperation had the honour of welcoming H.E. Mihail Barbulat, Ambassador of Republic of Moldova to the Republic of Croatia.
RACVIAC Director, H.E. Ambassador Constantin-Mihail Grigorie, received Ambassador Barbulat for a private meeting during which he introduced him to RACVIAC mission and activities aimed at enhancing regional security cooperation. The discussion focused on opportunities for closer collaboration, particularly in light of Moldova’s strong past involvement and leadership in RACVIAC.
Following the meeting, Ambassador Barbulat joined a working session with RACVIAC staff, during which he was introduced to the Centre’s Programme and ongoing projects. Ambassador Grigorie recalled Moldova’s valuable contribution to RACVIAC development during its time as a Core Member and its Chairmanship in 2007/2008 under Colonel Ion Savciuc. He emphasized that this period played an important role in RACVIAC evolution, in particular, through the establishment of the Defence Conversion Cell in 2005, which broadened the Centre’s focus from covering solely arms control to include a wider topic – the politico-military aspects of Security Sector Reform – in line with the needs of South East Europe at that time.
Ambassador Barbulat expressed interest in RACVIAC work and welcomed the possibility of future cooperation. He also commended RACVIAC proactive approach to addressing regional security challenges and fostering dialogue in South East Europe.
The visit concluded on a positive note, with both sides looking forward to continuing dialogue and exploring opportunities for future cooperation.
